School Board Minutes 10/21/2009
October 21, 2009
                
                        A meeting of the Berlin Board of Education was held in the Berlin High School library beginning at 6:00 p.m. Present for the meeting were, Nicole Plourde, Nathan Morin, Mitch Couture, Corinne Cascadden, Marion Huntley, Beverly Dupont, Dan Record, Amy Huter, Gary Bisson, Tim Forestall, Roland Pinette, Cheryl Pinette, Georgia Caron, Ken Proulx, Angela Duquette, Jan Millis, Christina Millis, Lucille Lambert, and members of the press.

MINUTES         On a motion by Nicole Plourde, seconded by Nathan Morin, the Board voted to approve the minutes of the October 6, 2009 meeting public and non public sessions. The motion passed unanimously.

WARRANTS                On a motion by Nicole Plourde, seconded by Nathan Morin, the Board voted to approve the warrant dated October 26, 2009 for the amount of $224,530.11. On a roll call vote, all members voted in the affirmative.  
                        
FINANCIAL REPORT        The Board reviewed the Financial Report.

COMMENTS                Jan Millis invited everyone to the 5th Annual Lights on Event. This is a nationwide celebration of Afterschool programs. The event will be held on October 22, 2009 at the Veteran’s Park beginning at 3:45 p.m.

CONFERENCE              The Board was informed of an upcoming Title I National Conference in Washington, DC to be held from January 21 to January 24, 2010.

FIRST READINGS  On a motion by Nicole Plourde, seconded by Nathan Morin, the Board approved the First Reading of Policies IGBA-F –Home Education – AC and AC-R – Non Discrimination, and ACE- Disability Non-Discrimination. The motion passed unanimously.

2nd READINGS            On a motion by Nicole Plourde, seconded by Nathan Morin, the Board voted to approve the second reading of policies GCG – Substitutes,  IICA, IICA-R – Field Trip, KG, KG-R Use of Facilities. The motion passed unanimously.

SUPER REPORT            The Superintendent gave the Board an update on the following issues:
                        The Berlin Master Plan/School Portion
                        The Board is welcome to attend the city council work session on October 26th along with Superintendent Corinne Cascadden and Superintendent Paul Bousquet.
                        The Wellness Committee
                        The Lights on After School Program as previously mentioned
                                                
COMMENTS                Jan Millis informed the Board of the coordination efforts between WMCC and the After School Program to provide a free three credit course on education. She also spoke highly of the After School Program and the efforts made by SAU #3.

NEW BUSINESS            Mitch Couture requested that the administration investigate the cost effectiveness of privatizing the school busing program. The Board consensus was to do this investigation and to report their findings to the Board after the first of the year.

                        The Board also requested a report on how the district is using its stimulus money and if  we  are able to use stimulus money to fund CTE programs.      
                                                        
NON PUBLIC              On a motion by Nicole Plourde, seconded by Nathan Morin, the Board voted to go into nonpublic session at 6:30 p.m. in accordance with RSA 91-A3II (a), (b), (c). On a roll call vote, all members voted in the affirmative.

                        On a motion by Nicole Plourde, seconded by Nathan Morin, the Board voted to come out of nonpublic session at 7:30 p.m. The motion passed unanimously. No additional votes were taken in nonpublic session.

STAFFING                On a motion by Nicole Plourde, seconded by Brian Leclerc, the Board voted to accept the following staffing changes:

Rebecca L’Heureux – Individual Aide – Hillside School

All nominations are contingent on the applicant passing a criminal record check.
                                                        
ADJOURN         On a motion Nicole Plourde, seconded by Nathan Morin, the Board voted to adjourn it’s meeting at 7:35 p.m. The motion passed unanimously.
